MCP agent docs need a stable public surface

Agent integrations need docs that are stable enough for people and automation. FabricBloc should publish MCP concepts, permissions, setup paths, and review expectations as custom guide content instead of leaving them scattered across code comments or launch notes.

The generated catalog gives those guides a source path and review state. The public site then renders the docs as static pages, and discovery files can point agents at the same material users see.
